How Louisiana treats ESA letters

Louisiana's Support and Service Animal Integrity Act (La. R.S. 46:1971-1978, Act 558 of 2024, effective August 1, 2024) is one of the strictest ESA-documentation laws in the country: the health care provider writing your letter must be licensed in Louisiana (or practicing under a licensure compact), must have established a therapeutic relationship with you at least 30 days before issuing the documentation, and must have held at least two care sessions with you (telehealth counts). The letter must include the provider's license type, license number, and an effective date, and letter mills that issue documents without a meaningful assessment are excluded by definition, with violations carrying fines from $500 up to $2,500. The Act expressly preserves your federal Fair Housing Act rights, so a compliant letter still obligates your landlord to grant the accommodation; complaints go to the Louisiana Attorney General's Office or HUD.

30-day therapeutic relationship plus two sessions before a letter

The provider must establish a therapeutic relationship with you no less than 30 days before producing support-animal documentation, complete a clinical evaluation, and hold at least two care sessions with you — which may be in person or by telehealth. Plan ahead: a same-day ESA letter cannot comply with Louisiana law.

Louisiana licensure and mandatory letter contents

The letter writer must hold an active Louisiana license (or practice under an interstate licensure compact), and the documentation must state its effective date plus the provider's license type and license number so a landlord can verify it. Out-of-state letter services that are not licensed for Louisiana patients do not satisfy the statute.

Letter mills excluded by definition

A 'therapeutic relationship' expressly excludes any person or entity that issues certificates, licenses, letters, or similar documents purporting to confirm a disability or disability-related need without conducting a meaningful assessment. Misrepresenting an animal as a service or support animal — or providing sham documentation — carries civil fines starting around $500 and rising to $2,500 for repeat violations. Sellers of 'support animals' must also give buyers a written 12-point bold-type notice that the animal lacks service-dog training.

The Act states that it does not diminish rights under the federal Fair Housing Act or ADA — so a renter with a genuinely compliant letter (30-day relationship, two sessions, Louisiana-licensed provider) keeps full reasonable-accommodation protection, including no pet fees or deposits for the assistance animal.
