How Hawaii treats ESA letters

Hawaii's own fair housing statute, HRS §515-3 (updated by Act 154 of 2022), governs assistance animals directly: when a disability isn't apparent, a landlord may request verification from your treating health care professional, mental health professional, or social worker — and the statute expressly says vests, tags, and registration documents commonly purchased online are NOT valid verification. Get a genuine letter from a licensed professional who actually evaluated you, and remember Hawaii's separate rabies quarantine rules apply when bringing any animal to the islands. If a landlord refuses a valid request, file with the Hawaii Civil Rights Commission or HUD.
Verification must come from a treating professional

HRS §515-3 lets a landlord ask for verification only when the disability or disability-related need isn't readily apparent, and acceptable verification is a letter or other communication from the renter's treating health care professional, mental health professional, or social worker — meaning a real evaluation by a licensed clinician, not a purchased credential.
Online registries, vests, and ID cards are invalid by statute
HRS §515-3
Hawaii law expressly states that possession of a vest or other distinguishing garment, tag, or registration documents 'commonly purchased online' purporting to identify a service or assistance animal does not constitute valid verification — landlords can lawfully reject them.
Rabies quarantine applies regardless of ESA status

Hawaii is rabies-free, so every dog or cat entering the state must satisfy the state animal quarantine program (most animals qualify for direct airport release under the 5-Day-Or-Less program with advance vaccinations, microchip, and paperwork). An ESA letter does not exempt your animal from quarantine requirements.
